Doctor Agronomist Engineer, specialty of Project Management (1996). Full Professor at the UPM University, School of Agricultural, Food and Biosystems Engineering (ETSIAAB, UPM). The three decades of his research, recognized by the Ministry of Education and Science. He has been an external consultant to the CGIAR (Consultative Group on International Agricultural Research) and the European Commission (Evaluation Unit of DG Agriculture). Director of GESPLAN Research Group (Planning of Projects for Rural Development and Sustainable Development). Quality Director of O.C.D.P (Project Management Certifying Agency) of the Spanish Association of Project Magagement Engineering. Since 2009 he worked as Assessor International Project Management Association, the Association of Project Management. In June 2002 he was appointed as Director of the Innovation Unit for Sustainable Rural Development (National Institute of Agricultural and Food Research, Ministry of Education and Science and a Madrilenian Institute of Agricultural and Food Research). He has participated in more than 45 research projects for development and 62 viability projects, cooperating with governments, universities and companies in the framework of regional planning and rural/local development, both within the European Union, as well as in other countries (Peru, Ecuador, Colombia, Costa Rica, Mexico, Uruguay).
He is author of several publications: 48 books and book chapters, and 35 articles in scientific journals. He has participated in 101 International Congresses; highlight the continued and active participation, since 1995, in the International Congress on Project Engineering and Management. Director of 21 PhD. National Price for his PhD Doctoral Thesis, 1998 (Official School of Agricultural Engineering) and his research activity has been awarded three international awards. He won the Educational Innovation Award for his contributions to the innovative education in the UPM. He has been Team Leader (main researcher) of 122 research projects and 19 transfers of knowledge and technology (1 patent and two registers of software).
Doctor Agronomist in his specialty of Economics (1984). Full Professor at UPM University, School of Agricultural, Food and Biosystems Engineering (ETSIAAB, UPM). The four decades of his research are recognized by the Ministry of Education and Science. He has been certified as a Senior Project Manager, Level B (2007) by the International Project Management Association (IPMA). His expertise lies in the management of development plans and programs in the public sphere.
From April 2004 to June 2007, he was General Secretary of the Polytechnic University of Madrid. He has also been Director General of the National Institute of Agricultural and Food Research and Technology - INIA (2000 - 2004). In addition, he held the position of General Director of Agriculture and Food from 1996 to 1999. During this time, he was appointed Deputy Minister of Economy and Employment of the Community of Madrid, a position he held until June 2000.
He has directed more than 45 studies and international works (USA, Ecuador, Mexico and Peru) and projects with different Spanish autonomous governments. He supervised 14 doctoral theses (4 of them awarded), is the author of 24 books, 26 scientific articles and 20 publications on Planning and Rural Development. He has received the National Award for Agricultural, Fish and Food Publications, technical modality, in its XXIV edition.
Doctor of Forestry Engineering (1982). University professor in Economy and Forest Management at the School of Forest Engineering and Natural Resources (ETSIMFMN, UPM). He can look back on three decades of research. He is an expert in the analysis, simulation and treatment of environmental information as well as decision-making processes in management of natural systems.
He currently combines his teaching activities with other tasks related to higher education: presidency of the Agency of Quality and Prospecting (ACAP) of the Community of Madrid (2007), president of the accreditation body of the universities of Madrid (ACAP) (2008-2013) as well as the position of general director (vice president since January 2014) of the foundation “conocimiento_Madri+d”, a private foundation dedicated to advances in scientific research and the transfer of technology and knowledge to society.
Doctor of Forestry Engineering (1988). University Professor of Plant Physiology at the School of Forest Engineering and Natural Resources (ETSIMFMN, UPM). He can look back on four decades of research. He has been responsible for the UPM Research Group "Technologies and Methods for Sustainable Management" and is an Evaluating Expert of the Forestry / Agroforestry panel of the "Confirming the International Role of Community Research, Research for Development" Program (INCO-DEV) of the European Commission. He is a member of the New York Academy of Sciences, the American Association for the Advancement of Science and as well as a Research Advisors of the American Biographical Institute.

Undergraduate Degree in Biology (1990), Doctor in Plant Biology (2000). University professor at the School of Forest Engineering and Natural Resources (ETSIMFMN, UPM). In his two decades of research, he has carried out numerous studies and projects on the production and ecology of truffles and mycorrhizal fungi of forestry interest; developed models of sustainable territorial planning in Spain and Latin America based on GIS and remote sensing; and conducted studies on CO2 fixation in the soil and climate change.
Doctor of Forestry Engineering (1996). University professor of Physics and Applied Mechanics at the School of Forest Engineering and Natural Resources (ETSIMFMN, UPM). In the two decades of his research, his work focused on sustainable forest management, forest management close to nature, management of urban trees, environmental planning, strategic planning, landscape ecology and environmental modeling.

He is a member of the Spanish Association of Evaluation (SEE), the Spanish Association of Project Engineering (AEIPRO), the American Evaluation Association (AEA) and the European Evaluation Society (EES).

Doctor of Forestry Engineering (2001). University professor of Densimetry and Ordination at the School of Forest Engineering and Natural Resources (ETSIMFMN, UPM). She can look back on a decade of research. She has been a project technician for four years and the director of Natural Environment Engineering projects in the Tragsa group of companies for eight years. She is an expert in research in sustainable forest management, sustainable development, conservation of biodiversity and management of protected natural areas.

In her two decades of investigation her research focused on forest structure, remote sensing, territorial planning, GIS and LiDAR. She has written 13 articles in magazines and a book, as well as 24 presentations at conferences.
Doctor of Forestry and postgraduate in Defense of the Natural Environment (2014). Contracted Professor and Doctorate at the School of Forest Engineering and Natural Resources (ETSIMFMN, UPM) as well as Academic Coordinator of the Master’s in Management of Ecological and Sustainable Tourism since September 2018.
In the Master's degree, he coordinates and teaches the subjects of "Nature Observation Tourism", "Cultural Heritage" and "Ecotourism Products" as well as the work placement.
In addition, he is dedicated to research and education in forestry and the environment, biological supervision, environmental pollution and effects on the natural / urban environment managing urban green areas (Arboriculture, Phytopathology, Urban Forestry and Forestry and afforestation).

He is an expert in rural development and evaluation of policies and programs. He is the author of 6 books and has presented 9 communications in International Congresses. He is the Professor of the International AgrisMundus Master’s as well as the Coordinator of Module I “Planning, Management and Evaluation of Rural Development”. Deputy Coordinator of the International Master's Degree in Rural-Local Development during the academic year 2005-2007. Since 2001, he has supervised the subjects of Projects in Integrated Rural Development, as well as Master's dissertations.

Title of the dissertation: "The evaluation of impacts for the improvement of rural development programs. Application of the systems approach in communities of corn producers in Puebla (Mexico) ". Member of the research Group of Project Planning for Rural Development and Sustainable Management (GESPLAN) and the department of Projects and Rural Planning since September 2009 (now as a post-doctoral researcher). Participation in numerous professional, research and training projects related to the evaluation of public policies, programs and projects; to rural development planning; and to the promotion of research.
