Our investigation in this area is focused on:
  • Planning Models for the Public Sphere
  • The LEADER approach and its adaptation to Latin-America
  • Governance and regional decentralization
Planning and Management of Public Policies is the main discipline of our research and started more than 25 years ago in collaboration with the universities UCLA and Berkeley in the United States. The objective is to improve political organization and contribute to innovations and improvements of institutions responsible for rural / local development policies.
Part of the work is to identify the stakeholder and factors influencing public policy making and to subsequently develop planning models. This enables a deeper understanding of the different roles of each stakeholders of the process, e.g. politicians, technical planners, as well as civil society and private companies. The risks and opportunities of each planning model depend on the geographical, political and sectoral context in which they need to operate, as well as the resources needed for their implementation. Another part of the work of GESPLAN therefore is to also undertake studies of the preconditions and political context. Based on this research GESPLAN aims to identify suitable practices and to test the applicability to another context.
The main focus is the adaptation of different European instruments and policies of regional policy to the context of Latin America.
